Strengthening Early Learning Opportunities

Strengthening Early Learning Opportunities (SELO) for children, whānau, families and communities through teaching is the national mechanism to provide professional development (PD) for teachers, kaiako and educators in the early childhood education (ECE) sector. 

 
 

SELO 1

Focuses on providing In-depth PD for services that need to address multiple licensing criteria and regulations compliance issues. 

Can also be used to support early learning services on a probationary licence.

ECE services

  1. are at risk of closure or

  2. have a Category One (not well placed) or Category Two (needing further development) ERO report or

  3. are on a provisional, probationary or transitional licence or

  4. have significant service quality issues


SELO 2

Focuses on providing PD services to support early learning services including certificated playgroups and children/whānau with learning support needs that need to improve their responsiveness to family’s identity, language and culture.

All ECE services and kōhanga reo are eligible for SELO 2 professional development. Priority will be given to ECE services that:

  1. have a Category One (not well placed) or Category Two (needing further development) ERO report or

  2. have significant service quality issues.

are a newly licensed service in which the Ministry has made a significant investment.


SELO 3

SELO 3: Focuses on providing early learning curriculum areas (including: infants and toddlers early mathematics, early literacy) tailored to specific regions. Leadership (Māori, Pasifika, Early Childhood Education (ECE)) for the 0-8 pathway which includes encouraging participation in Community of Learning I Kāhui Ako (i.e. clusters of ECE services working together to work on areas not limited to: Kāhui Ako achievement challenges; reflective practice; pedagogy; ECE theories; peer-to-peer sharing of best practice; engaging parents and whānau; and inclusive practice for Māori and Pasifika).

All ECE services and kōhanga reo are eligible for SELO 3 professional development.
